Workforce Innovation and Opportunity Act (WIOA)


Eastern Shore Community College receives federal Workforce Innovation and Opportunity Act (WIOA) funding to coordinate employment and training services across a variety of state and federal agencies resulting in increased access to training, education and support resources for learners/job seekers to succeed in the job market and their careers.

At ESCC, WIOA funds are another source of financial aid for students who do not receive Pell Grants, and can be used to assist eligible students with tuition, books and occupational supplies. Contact the WIOA Coordinator for more information at 757-789-1757.

WIOA Services include the local OneStop Career Center, which provides job search assistance, labor market information, resume writing assistance, and employability workshops to all persons, as well as additional intensive services to those meeting federal eligibility requirements (such as career assessments, career counseling, case management, job readiness classes, and individual training accounts).

The OneStop Career Center also assists local businesses in obtaining assistance with recruitment, pre-employment screening and assessment, customized training, and incumbent worker training. Employers may choose from multiple services and also work with OneStop staff to build their own pipeline of recruitment and screening processes to meet their specific needs, including design and implementation of basic skills testing for new employee hiring based on a certified job task analysis process. Additional services include designing customized employment recruitment processes based on specific business/corporate needs.

Upon successful completion of a training or academic program, individuals seeking employment, or employers seeking employees can utilize the OneStop Career Center for job placement assistance.

WIOA funds are also available to provide On-the-Job Training (OJT) assistance to individuals and employers meeting WIOA eligibility guidelines. Limited funding is available to help offset employer costs associated with training a new employee for an entry-level job, or to help train existing employees on new equipment or processes.

WIOA Youth Services

WIOA Youth Services is an eligibility based program specifically targeted for youth ages 14-24. The program focuses on low-income individuals within one or more of the following categories:

  • Deficient in basic skills
  • English Language Learner
  • School dropout
  • Homeless, runaway, or foster care
  • Pregnant or parenting
  • Offender
  • Individual with a disability
  • Individual who requires assistance to complete an educational program, or to secure and hold employment
